Congress cannot and will not do anything which
directly affects the Patriots. Congress can, however, affect the entire NFL by attacking their exemption from antitrust laws. The antitrust exemption allows the NFL to negotiate television contracts on behalf of all teams, rather than forcing each team to do so individually. So, Congress can put pressure on Goodell to punish the Pats or face the loss of the antitrust exemption.
In any case, this is a dead issue barring new evidence of cheating. The NFL wants the matter to go away. The fans are, for the most part, bored with this issue. The Pats have been punished and that's that.
