Well, as a detention secretary, all I can do is turn the inmate's paperwork into the clerk's office. I'm not allowed to determine whether an inmate's complaint has any legal merit or not. The Clerk's office doesn't have the authority to deny someone the right to file a complaint as long as it's filed in the proper format.
