Civilian Government employee is the way to go. Retire after 20 years and then go into the private sector. While being a contractor has it's share of intrigue, as soon as the contract is up you may find yourself looking for a job with another company. I am a Contractor and I am busting my ass to get a Government job. I would hate to waste 9 years I have already put towards a Federal retirement.
