All I know about CT is what you hear on TV shows etc... I always thought of it as a nice New England city where it is a friendly place.
I admit to not knowing much about the geography in your neck of the woods.
So why comment?

CT is pretty much like anywhere else. It has it's share of nice areas and some not so nice areas.

Yea, that is the image that first comes to mind when I hear Hartford, CT

I believe they lived in New Rochelle, NY (just outside SW Connecticut, not exactly near Hartford)

Once you said that... you're right. But it is still the image I personally get when I hear "Hartford CT". Obviously, that image is not based in reality though... but that is the story of my life. (see my sig)

I read the article about this last week but I didn't see anything about it now. Society has hit a new low when a man is a victim of a hit and run and nobody even bothers to check and see if he's ok and cars just keep passing by like nothing's wrong.
I'm glade to say that this is not the norm in Americia but it is the norm for a bad area where no one wants to get involved. We just experienced tornadoes about a month ago and the entire community came together and everyone helped everyone no matter how bad things were. I see this happen all of the time in Americia but that does not make the news but this stuff does.

Yeah I should've clarified the difference, I'm glad this isn't the norm across America as well but this is the first I've ever heard of a situation like that. I guess I shouldn't be too suprised after all, there are people across America that have done much worse things than this.
