Your profile is gone. or at least damaged. = best guess.

When you go to C:/Documents and Settings, what folders are there?
A repair from the XP disk may or may not work...but at this point, it wouldn't hurt to try it.
Your best bet may be a piece of file recovery software...the price you pay should depend on how valuable the information is you are trying to recover...
Googled "Windows XP, lost documents after power surge" (http://www.google.com/search?hl=en&q=Windows+XP,+lost+documents+after+power+surge&start=0&sa=N)

well, you can get something like recover my files to try and see if it can find them on the disk before they get overwritten... you can also check your registry, cause if that gets messed up, sometimes you can have similar issues.
do you have a restore point that you can revert back to?

When you say "some of your desktop icons are there" which ones do you see? Are they the original icons or do you see programs that you installed after the operating system was installed?
Do you see your profile folder in C:\Documents and Settings? You should see a folder labelled with your login name. If not then it looks like that profile is gone, which may not be catastrophic.
