I'd go with Jacoby first but I have to say Samuels is a close second.
Samuels has basically played at a very high level, for years, on some losing teams with a revolving door of offensive lineman around him and not one Pro-Bowl caliber quarterback, though Campbell is close.
I also think Jacoby played during an era when defensive lineman/ends and outside linebackers were greater. You had your Lawrence Taylors, Reggie Whites and many, many more. All of them didn't line up across from big Jake, but you get my point.
Lachey, I'd say he's third on my list.
