They can shut down all the bullshit they want, but they can never stop individuals from using existing hardware, software and communication protocols -- regardless of what they do to ISPs, name servers, or anything else. This would not stop people who understand these relatively simple protocols from using them to communicate between known hosts. A truly ignorant bill, IMO.

Without the dns servers, which handle the routing, the internet does not work, known host or not, if they blank the dns caches then unless you have a point to point connection, you aren't communicating.
I am certain it's oversimplification, but honestly, if the government approves this, and forces every provider to have a procedure in place, much like they do with the Emergency Broadcasting System, then they certainly could enforce an internet shutdown.

Well maybe if you weren't so inclined to label it as a simple power grab, which isn't a criticism, and instead pointed out the terribleness of the idea and suggested better approaches to securing the nation's network I might be inclined to give you a more thoughtful response. Until then I'm going to give you the same effort.

They want to silence people like Matt Drudge, Steve Quayle, Alex Jones, Lew Rockwell, George Noorey, and Gerald Celente because they're not on the payroll of the central banks. This is also why they want to make everyone come to them to be licensed "journalist". They want you hooked on their propaganda so you'll be as calm as hindu cows when you hit the water.
