maybe they figure it's smarter to leave that money earning interest than cough it all up at once

I'm sure that they can find a way to stay under the cap if it comes backthey always find a way to stay under the cap, no doubt about that. but i'd like if we'd start doing it correctly as opposed to robbing peter to pay paul so-to-speak

well as far as I know we're still in decent shape even if there WAS a cap this year

that's a lot of money to earn interest on and I'm sure that's their reasoning

Allen's aware of all of this no doubt, freeing up that much space in future years could lead us back into the perpetual cap fixing
