Meh, seems like a player with some potential as 4th or 5th WR
I guess they're continuing the trend started during the offseason.
Bolstering the OL by signing WRs.
Seems counter intuitive to me, but hey what do I know?
Well look at how many wr New England has signed this off season. I don't hear anyone complaining or making jokes about what they do.

His departure from Tampa was more due to not showing up for all voluntary workouts this offseason, Schiano wanting to implement a new culture which means some surprise cuts.
Bucs had planning to move him long before he failed his conditioning test (and who knows what that means exactly).
I like this move. A lot, actually

Bruce Allen obviously thinks something of him to claim him off waivers. Maybe he'll be a pleasant surprise.
Yeah, bruce I believe drafted him. And he probably asked Raheem if he was worth bringing on.

As someone posted earlier, best case he does for us what Laurent Robinson did for Dallas last year, come in, play if/when someone gets hurt and makes the most of his opportunity. If not, then he's a camp body that plays with us until the end of August and we don't have to think about him again.
Gauging from the fact that 4 teams also put claims in for him, he's 22 and would be the youngest and biggest (and statistically one of the more accomplished over the past 16 games played) receivers on our roster, chances are he makes the final 53.

Briscoe had been waived by the Tampa Bay Buccaneers. He led the Buccaneers with six touchdown catches last season but, according to reports, missed some of the team’s voluntary offseason workouts and failed the club’s conditioning test before training camp. According to the Tampa Bay Times, that test requires players to run 16 sprints of 110 yards apiece in a predetermined amount of time.
