Now I think it will be noticed and it is only a matter of time until the NFLs competitiveness is effected. Harris should take that into account and build his stadium in state/City with the lowest income taxes.

As in the past the Tax breaks will go to the Owners of the Team and the Stadium, not the players. Again none of this is new and has been going on for decades.
