If we pick up a WR that hasn't fallen an entire round, we've failed. it means that signing garcon, morgan, gaffney, and taking hankerson wasn't enough. davis, cooley, and moss and still under contrat. If you need to devote more effort than that in picks and cap space, you're awful at managing your roster and should quit. imho.
