Rio is legit, but i used to work there so im partial. I went to Outback about 4-6 months ago. It was disgusting. Ive said on this forum before that i really like pho. The best ive had is Golden Cow in Falls Church on 50 and Graham and my is favorite Pho So 1 in Richmond (Richmond?) off of Horsepen. Pho So 1 has the best spring rolls ive ever had (sorry PF Changs). Both are shit holes but jam packed every day all day.
