DC and Puerto Rico should be states then chop california in half and oregon as well to balance things out

It aint happening so it doesnt matter. From a historical perspective the federal government was placed in dc as part of the grand compromise to keep government seperate from the powerful business interests located in NYC and Philadelphia.
