Ive read a ton of articles lately on Balt City history, corruption, budget and economy. I do not vouch for the accuracy of my memory retention though. Balt City contributes 15-20% of their budget to that 15k per student number. The rest comes from Md State and Federal grants. The Natl avg for district contribution is around 40%. Balt City secured some huge State and Federal grants through the 90's but the problem is these grants can be taken back or decreased at any time. Yet Balt City has grown dependent on the grants. Democrat O'Malley earmarked something like 63 mil from the State's general operating budget to go to education for this year with Balt City receiving a lion share of approx 11 mil. Problem - new republican gov Hogan was not bound by that 63 mil earmark from the States oper budget and pulled it back, as is his right. Problem - it seems the balt city teachers union is a powerful group in long held democratic Balt City. In 2010 the teachers union secured a new deal in which teachers get huge raises if they meet certain requirements. raises to the tune of 15-20k per year. Well, certain teachers satisfied the requirements and now I assume make bank. disproportionate bank. The double edge sword is that its hard to criticize inner city school teachers or not appreciate them. The school district when given money just lose account of it. i read they still keep their accounting books on paper. The balt City school district is currently facing an unprecedented 68 mil dollar deficit. they need to cut payroll, close down more schools and stuff more kids into already congested classrooms. For some reason a huge grant to rebuild and remodel old schools in the district just disappeared as well. the money was to keep schools open and update but instead schools closed down during the time period. ----------- short version - repub gov is going to close up all the disproportionate State grants that balt City has grown dependent on. especially after mayor Rawlings-Blake keeps making open and public comments critical of him. this does not end well for balt city but maybe it is what it needs to get its act together and learn how to budget a city. of course the property tax around 6% is already double every other county in maryland so they cant increase prop tax any higher or more tax payers will just move out. they already reluctantly give big companies tax breaks. do they offer a 0% tax break to lure new companies in and hope for trickle down economics? what company wants their headquarters in downtown balt when the mayor allows a pedo pastor to shut down the city for the sole purpose of "disrupting business as usual'? what company wants to have such an unreliable environment? to put their employees in harms way? when the charges are dropped, does Pandora need to not do business for a week and lose millions? downtown balt has become an unreliable business center imo. |
Hailgreen - i probably did a poor job of summarizing the article. here it is. a good read, seems to be well researched and vetted. i did leave out that in the 80s with the burbs super malls and what not change the shopping habits as well. before the canton crossing opening a few years ago with target and old navy, we could go to walmart in convington cove (near downtown) or drive to towson or white marsh to go big store shopping.

Hope you can find better accommodations, or dare I say, move to a nicer area without being accused of being racist. Re: White flight decimated Baltimore businesses long before rioters showed up – Quartz FFS, the article is worse than what I summarized. The title describes its argument well: "White flight decimated Baltimore businesses long before rioters showed up" Yes white flight is a racist act, but the article acknowledges there were valid economic reasons for the middle class to move. And does this mean the people who stayed in Baltimore are incapable of working and making something of themselves? Oh and the "white ladies in white gloves" are apparently still supervillians with their ability to cause economic devastation by... leaving. The last three paragraphs in particular are pathetic apologia for the rioters. "For the first part of the 20th century, Baltimore built itself into a beacon of American industriousness and progress. But white Baltimore showed that it would rather tear the city apart than allow upwardly mobile African Americans to partake." By leaving 25 years ago. Fiends! "The death of Freddie Gray was a terrible thing. The incident must be thoroughly investigated, and any parties determined to have acted outside the law must be punished to the furthest extent of it, regardless of whether they carry a badge. But we must also recognize police brutality and racial profiling as fruits of a larger (rotten) tree." I thought the rotten tree was the city political elite, as you and others have detailed, and sadly seems to be the case in lots of places to varying degrees. But the article doesn't mention that at all. The article only cites white racism, the steel industry drying up, and housing markups? (Predatory pricing is an issue, but redlining is keeping minorities out, not exploiting them. And block busting is LOWERING property values for existing white homeowners making them more affordable for minorities. It does hurt resale value. But this happened back in the 1970s and 1980s according to the article!). So.... guess the residents of Baltimore could do nothing for themselves since then? That's what this April 28, 2015 article implies. "Because when we watch these events unfold on television screens or Twitter feeds, and ask ourselves, “Christ, how did it get this bad?” we should already know the answer." Rich white people leaving, the steel industry's decline, a housing market whose decline mainly affected people reselling homes. Nevermind all of that of that is from the 70s and 80s. Not the 1990s, not the 2000s, not the 2010s. Oh, and police brutality today. Any answer except what residents of Baltimore (white and black) did the past 25 years, I guess. Pathetic. Again, take care, dude. And hope a good opportunity opens up somewhere for you and yours. |

At the time all of them said their pension was based on an average of their 3 highest paying years. Cashed out vacation and sick time at the end of employment counted toward that amount and they earned 10 sick days, plus holidays and vacation was 2 weeks at a year, 3 weeks at 5 years and 4 weeks at 10 years. You could retire at 50% pay after 20 years, 2/3rds at 25 years and 75% at 30 years. You could use the sick days anyway you wanted. As you can see a person who rarely called in sick and just took off holidays and a week's vacation a year could have a huge chunk of money to spike his last year's pay in unused sick and vacation days. Combine that with working a lot of overtime any two other years and you can game the system and actually get more money for life a year in retirement than you did if just working a 40 hour week. |

Baltimore ... I dont think you are going to get all the special Federal and State grants and aides you have become dependent on. Fed govt is tightening up. The Mayor has publicly criticized the new Md Gov Hogan who already has pulled back earmarked State funding. He did give balt something like 20 mil from the states rainy day fund. Now the Police Union wants to investigate the chain of command during the riots. im guessing to hit back at the mayor and State Atty office. Showing that the officers were put out to serve as nothing more than pinattas and target practice for 13 year old w rocks. then the union can claim a boat load more in workers comp and early pensions for all the officers that dont want to return to the force anyway. might as well get paid going out the door and take er easy for year or so on the balt city dime. at this point i dont blame them. Maryland governor Larry Hogan approved plans to build the Purple Line, a $168 million train line that spans 16 miles from Bethesda to New Carrollton.
He also announced the killing of a project for the Red Line, which would connect east and west Baltimore and cost over $2 billion. Mayor Stephanie Rawlings-Blake wasn’t very happy when she heard about Hogan’s plans to discontinue the Red Line project. Balt City disproportionately received State and Federal aid to stay afloat and I think they have taken all those life lines for granted and squandered it with corruption and incompetence. But is Gov Hogan just going to let all of Baltimore City go down the drain? Seems like it. His tense relationship with mayor SRB is not good. I heard from a very informed person that the Freddie gray trial is going to be moved to Montgomery County. This is not reported yet.
Not sure why Howard or AA were looked over .... Balt County was probably too close/tainted pool. I know Mont Co ASA John McCarthy pretty well. He is a legit ASA unlike Gansler who he replaced and Mosby who has zero experience. He worked his way up putting in the work. If this does go to MoCo i feel bad for McCarthy bc (1) i dont think he can refuse to prosecute even though i imagine he would refuse if he could; (2) he will be blamed when the officers are found guilty of lesser included charges or not guilty on all charges. if true, rookie know-nothing Mosby pretty much handed one of the best ASA in MD a steaming pile of shit to deal with. I only had one incident where a couple of street guys tried to kinda half ass strong arm me. A little guy came up to me asking me if I knew where he could cash a check. theres a zillion cash checking and liquor stores around so i knew it was just a way for him to get close and start a fake conversation. I tried to close and lock the truck up but he leaned his body inside and I thought it was going to get physical as we were almost bodying each other up. i kept a screw driver in my right pocket for this very reason. he then called over a big guy who looked at me and looked at the inside of the truck full of clothes and crap and didnt want to bother with it.

Im guessing this was to recuse the entire Balt City prosecutors office) 3. Granted - Def motion bifurcate and try the 6 defs separately. This is a huge win for the defense. No way they were going to win the motion to dismiss on statements mosby made. why they didnt attack the charging document/indictment, I dont know. September 10 is the oral argument on motion to transfer venue. Im actually scheduled for depos downtown so im going to either postpone and avoid the crowds/rioters blocking traffic or see if i can get in the courtroom to listen if my depo times allow. ---------------------------------- Wilson said he knew Gray personally. He clutched a white cardboard sign that read, "I am here for Justice for Mr. Gray." He said he's less concerned about whether the officers will be tried separately, but said he is worried about a later motions hearing to decide whether the case should be moved to another jurisdiction. Wilson feels that because Gray's arrest occurred in Baltimore, it should be tried here. "It didn't happen anywhere else. It's going to cause an uproar," if it's moved outside the city, he said. ------------------------------------- maybe i should postpone. ill be right next to the federal courthouse and have a straight shot out of the city and onto 395 to 95 but ... idk. why would anyone want to do business in Balt City if you have to worry about rioters randomly blocking traffic? |

Why would the mayor release this info 2 days before the motion hearing on change of venue? it clearly strengthens the defense argument that they cannot get a fair trial in the city. answer - she knows the trial is going to be transferred so she is trying to prevent a riot on the 10th. im guessing the judge wont announce his decision on the 10th from the bench like he did on the earlier motions. he will "take it under advisement" then release a written order a few days or weeks later granting the transfer. riots still ensue but not to the volatile degree that it would have been if it was announced on the 10th when protesters were standing by to turn into opportunistic rioters. this will all play out downtown now as well since the courthouse is the epi center and not sandtown/mondawin neighborhood. ive been told Mo Co. |

Re: Baltimore riots
The mis-trial announced an hour ago.
The courthouse is literally across the street from where I work. Traffic looks normal, no crowds, no sirens. Right now, everything looks perfectly normal except for the three local news helicopters hovering over the courthouse. I believe (and hope) that the scenes from Spring will not be replayed. The riots hurt Baltimore in so many ways. Really, nothing good came of them for anyone. Also, because the defendants are being tried separately, I think it diffuses the impact of any one of the trials. Right now, just crossing my fingers and hoping everyone remains calm. |
