Cam shocked most last year, here was a guy that most said can't throw accurate enough and all he does is dominate the league

I'm just curious and i realize nothing has really changed over the past couple months, but given the conclusions being drawn that Luck is 1 and RG3 is 2...what makes it such a "lock"?... I guess is what I'm asking

except they can't give him more than a 5 year contract per the cba, and you can't pro-rate signing bonuses past 7 years, so i think this probably really really wrong.
