WP: Rogers Remains Inactive
 

PHILADELPHIA, Jan. 1 -- Redskins cornerback Carlos Rogers was inactive for the third straight game with a torn left biceps. Redskins Director of Sports Medicine Bubba Tyer said Rogers had improved during the week and had hoped that Rogers would have regained enough range of motion to be close to returning.
