A village council in northern India has ordered that a man be slapped in public 51 times after finding him guilty of raping a woman who is deaf and mute, according to reports.
NI_MPU('middle');The governing council in Rampur, in the state of Uttar Pradesh, stepped in to review the case because local police failed to arrest the accused man after a complaint was filed by the alleged victimís husband, according to a village official.
Elected village councils do not have judicial powers but are often used in India to settle disputes as a preferable option to the lengthy and costly process of going through court proceedings. Generally though, their purpose is to resolve land disputes and other disagreements among residents, rather than criminal offences.
But many rape cases go unreported in the country, particularly in villages, where women fear further harassment by police, who often work with corrupt local politicians and landlords.
And people complain about DC.
Re: F this governing council but more so the local police
in some countries (like some parts of africa) the police and army are the main culprits :/. and when they're used on peace-keeping missions, more peace keepers are needed just to watch them.
