The guy was reaching deep with the plegding allegence to Al Qaeda part.

Unfortunately, complaints like these come through my office at least a few times a week. We would love to throw them out, but we can't.

Well, as a detention secretary, all I can do is turn the inmate's paperwork into the clerk's office. I'm not allowed to determine whether an inmate's complaint has any legal merit or not.

The Clerk's office doesn't have the authority to deny someone the right to file a complaint as long as it's filed in the proper format. It's up to a judge to impose sanctions on a person barring them from filing frivilous lawsuits.

I am seriously hoping this is a joke, but given it's not. Mr. Riches should have a few more years added to his sentence for wasting people's time, and when it's up (if it ever gets up) he needs to attend a mental hospital.
