| Re: Who called the 2nd timeout? All good. It's also not a penalty if the kicker isn't on the field. And not unsportsmanlike if you can prove the reason a time-out was called was for any reason other than trying to "ice" the kicker. The ramifications of the rule are kind of vague. I would venture to say that a lot of people who are saying they knew the rule and all that it encompassed are just saying that.
