I see. So you're saying even if say the Giants and Steelers were scheduled to play this year, the NFL could say "Scratch that, the Giants will now play the Patriots"

Most likely it would be done early before they annouce the schedules.

Exactly, so you're saying that (as an example) right after this past Super Bowl Goodell could have said "That was a great game. I don't care that their divisions aren't scheduled to play next year we need to get the Patriots vs. Giants in the regular season. Move some other matchups around and make it happen."
