that is debatable.

Ramsey had very little backing from Gibbs. Campbell had a different OC every year, and didn't stand a chance when Shanny got here. Not saying either would have been elite QB's, but they never stood a chance.

Certain teams will be very discreet in talking to Manning's agent. The good teams with a decent Qb in place but not yet signed like SF with Smith will be very discreet so as to not to upset any negotiations with Smith. But Smith is not Manning.
I am sure several surprise teams will call to see what the asking price is for Manning even if they are not 100% committed to getting him. Nothing wrong with exploring all possibilities to improve your team.

4. Washington Redskins: Mike Shanahan has had a rough first couple of years in D.C., and given owner Dan Snyderís impatience, itís possible heís coaching for his job. Manning would be a huge gamble, and there would have to be a fallback option, but Iím pretty sure itís one neither the coach nor owner would shy away from taking. This wouldnít be Donovan McNabb 2, a horror-flick sequel; people close to Shanahan say he regards Manning as the greatest quarterback of all time, and he and his son Ė offensive coordinator Kyle Shanahan Ė would give this veteran quarterback a lot more power and leeway than they did McNabb. The Redskins would need to go out and get Manning some weapons, perhaps making a run at familiar targets like Reggie Wayne and/or Pierre Garcon in the process. The teamís overall talent level isnít overly impressive, but a healthy Manning could change the vibe in a hurry. The weather isnít horrible, and the move would be incredibly sexy: Among other things, heíd have the chance to battle younger brother Eli and the defending Super Bowl champion Giants twice during the 2012 season. With the Shanahansí play-calling chutzpah and acumen and Manningís immense knowledge, this could be a legendary combination.

Just the beginning of Manning and/or his agent meeting and talking on the phone with every interested team. They would be foolish not to before making a decision.
