AP: Penalties a concern

For a while, the Washington Redskins couldn't return a punt without committing a penalty.

The Redskins committed fouls on four straight punts by the Baltimore Ravens in Thursday night's preseason game. Altogether, the Redskins committed 15 penalties for 118 yards in the 26-20 overtime loss, hardly the show of discipline coach Joe Gibbs wanted from his team in the final tuneup before the start of the regular season.
