When you're comparing greats with greats, you got to get into the nitpicking of things like that. Gibbs is great, definitely top 10, but I think Shula, Walsh and Noll are much better coaches than him. Belichick you can make an argument for.
Gibbs didn't draft the QB's Beathard did and he inherited Joey T. Walsh and Belichuck got lucky with Montana and Brady.
