Yup. I have been told the same thing by many in Fed service - with one more caveat. After the (1) know someone and (2) military categories, there is a third - already in Fed service. Apparently, it's a big hastle to get someone Federal clearance so that they are "employee ready". It's much easier to hire someone already on the Federal payroll b/c they are, generally, already cleared.
Everyone I have spoken to about it has indicated that breaking into Fed service is really, really tough but that, once in, it is much easier to move around. For that reason, they all recommend applying for jobs you are
way over qualified for and may really be a big career step back. Even then, if it's too far up the ladder you have to really just blow everyone away.
