To me the better choice was the easier throw, which was his checkdown. Especially considering the situation there was just no need for him to take an unnecessary risk and throw into a tight window.
If RGIII did the same thing I might be inclined to give him a pass since he doesn't have nearly the same experience that Romo does at this point.
