The only bad years they had prior to 2003 came in 2008 and 2009. Prior to that time, they average 10 wins per season. A FAR FAR cry from the situation our team was in. If you think they are remotely comparable, you are clueless. It's not.

Now, if you want to make the claim that Carroll and crew have made better moves via draft and FA since taking over, then you have a lot of ground to work with on that front. Would they be signing those FA if they had been stuck with 36 million cap penalty though? Probably not.
