The Redskins need an influx of talent, but the main focus is still going to be the draft. They just need to take this three win team and make sure they have a seven win team going into draft day. Free agents can help put the professionalism back in the organization, but the ascension is going to have to come on the backs of youth.
Put the premium on speed on both sides of the ball and tackling on the defensive side.
Shopping list:
-Re-sign the best pass rusher on the market
-Re-sign Perry Riley
-#1 receiver
-#1 corner
-2 versatile guards that can hold up in pass protection
-A competent (cheap) tackle that can compete with Tyler Polumbus in camp
-Veteran ILB
-Big 3-4 defensive end who actually has a pass rush move or two
That's 8-9 signings, including two re-signings. The #1 receiver is really going to be more of a 1a receiver. True #1 don't hit the market. So your model is really the Chicago Bears (who got Jeffery in the second round). Two nominal #1 types are as good as one stud. And Garcon can be a nominal #1 as long as he's not the best pure receiver in the group.
I'm not totally sold Hankerson won't become that player, but you can't wait on him any longer. He's in a contract year.
