Streets running with blood? Not so much. Lower violent crime rates. Yes.

There was that one utter psycho recently who shot the dude in a theater for texting, but he was a 71 year-old ex-cop. He probably should have been psych-evaled every 5 years, that would have bought to light his alleged rage issues.
