Nope.
Several religions, Daoism being one of them, talk about creation as an impersonal process. They describe creation as a natural unfolding of the universe without a creator God getting involved at all. For example, we can talk about the big bang as a sacred event which created a sacred universe, but creation in this case would happen through atomic processes, not the activities of a supreme being.
Thus it is perfectly possible to have creation without a creator.
