I'm thinking we should sign a return specialist in FA. Richard Crawford has shown that he can do a good job on PR but I think he'll have a bigger role as a DB in 2014 and I'd hate to see him exposed to injury as a return man.
The first player that comes to my mind is Dexter McCluster. He is truly explosive and he can contribute big plays on offense, as well. Jacoby Jones is also a very good return man who could play some at WR. We could go for pure speed by signing Ted Ginn who is a good returner but probably wouldn't do much as a WR.
I'm also wondering if it makes sense to sign a FA who has been a good ST gunner. That would really help our coverage teams to improve right away.
Our ST's were so horribly bad and hurt us so much last season, should we consider some unusual roster moves (for us) to fix them quickly?

Richard Crawford is a pretty good PR, but if he starts in the slot, I don't want him back there either. I like the idea of signing a return specialist in FA. McCluster is the best choice, being only 25.
Perhaps we should bring in some UDFAs or draft picks who can play special teams. Guys like S Daniel Sorensen from BYU who have played well on STs in college. Younger guys are supposed to earn more playing time by playing STs, and if Rambo and Minnifield can't/won't, perhaps we should replace them with young players who can/will.
Like others said, Sav Rocca has to go. Either draft Kirby Van Der Kamp in the 5th-6th round, or sign Pat O'Donnell as an UDFA.
But I think the biggest problem last year was Burns. I'm confident Kotwica will help as much as anything.
