Doesn't seem like a significant commitment and his return helps the special teams more than it hurts the defense.

Riley is definitely an NFL starter, especially when looking at his class:
NFL Stats: by Player Position
among 4th year LB's he is 2nd to Navarro Bowman in combined tackles and assisted tackles. Has decent PD numbers.
