This will go through a lot of litigation, but ultimately these rules will go into place. They're a good start but, in my opinion, in order to create competition in the internet market you have to force local loop unbundling. Force these carriers to compete on service, not because they're the sole provider of the cables. At least it's easier for other companies to lay cables along the same government provided right of way now.
The best part of this is that Verizon complained about not being able to double dip (e.g. charge companies to deliver content to Verizon ISP subscribers), and they won the lawsuit because Title 2 wasn't enforced. Now it's enforced and they are even angrier. Who knows, maybe the USA will actually start seeing internet speeds that compete with Europe and Asia.... but I doubt it.
