"Most return-to-play protocols are similar to those in the Consensus Statement on Concussion in Sport guidelines which outline a progressive increase in physical activity
if the individual is at baseline before starting the protocol and remains at baseline throughout each step of the protocol."
The League and it's doctors are going to err on the side of caution. If says he's symptomatic, he won't be cleared. That might get a closer look after a few weeks but in the short term, there's nothing stopping him from doing so. MRIs or CT scans alone would never clear a player from a concussion.
