The League and it's doctors are going to err on the side of caution. If says he's symptomatic, he won't be cleared. That might get a closer look after a few weeks but in the short term, there's nothing stopping him from doing so. MRIs or CT scans alone would never clear a player from a concussion.

Like I said, doctors can see through the BS of someone trying to fix a test, I didn't say a diagnostic test alone would clear someone. But when normal testing doesn't line up with a doctors observation they'll know something is up.
