They aren't supposed to be on the field. In an emotionally charged game, the refs have to fucking know better than allow Porter (a LB coach) onto the field for any reason. There is a direct and specific rule about it that the refs fucked up yet again. Sure the Bengals had to know better, but the refs surely didn't call the game equally on a PF standpoint.
As far as the Shazier no call on Bernard. According to the rule book, leading with the helmet is a foul regardless.
Rule 9-1-3:
No player shall target and initiate contact against an opponent with the crown (top) of his helmet. When in question, it is a foul.

The NFL head of officials was on ESPN yesterday and he said there are no specific rules against coaches being on the field to tend to an injured player so by rule, or lack thereof, Porter was allowed on the field.
