This virtually kills the offenses with zone-based running schemes and who use athletic offensive linemen. In other words, the Shanahan offense of 2012. Cut blocks are critical to zone running schemes, especially on the back side of the play which opens up holes for one cut-back and go.
Teams will now be forced to win with power run blocking schemes. This is a big advantage to the Cowboys and Redskins, and a crushing blow to teams like the Eagles, Falcons, and Broncos.
I think you'll see it will be much harder to run the football in 2016, and teams will slowly adapt by placing a bigger emphasis on drafting big strong linemen who can win in a phone booth, and transitioning to power running schemes.
