It's fucked up because of the indecision of the front office at the end of the
2016 season. They needed to make a yes or no decision on keeping Kirk at that time in order to
ever get a reasonable long-term deal with him, if that is what they decided they wanted. When they tagged him, it was crystal clear, even to a non-professional like me, what that decision meant. It meant they would
not be getting a reasonable deal in the future due to the mechanics of the franchise tag. They knew that if Kirk had a successful season that they were going to have to pay him Top 5 money, at least Top 5 for now until the real Top 5 guys sign new contracts. It's called QB salary inflation.
On top of that, they deceived Kirk by telling him that if he had a good season in 2017 that he would get paid. He not only had a good season but he had a very good season. Apparently, he needed to play like Tom Brady to satisfy somebody at Redskins Park and get that contract they promised him.
Now, they are trying to low ball him when they should have patted him on the back right after the season ended and signed him to a lucrative contract, announcing to the world that "We're headed for bigger and better things and Kirk is our leader".
They fucked it up.
