The only difference is that “pussy” Obama would not have kissed Jung Un’s ass and given concessions about ending American military exercise with SK for absolutely nothing. While he lets Putin off the hook and makes Jung Un look like Ghandi. GTFOH.
One other thing though, NK did dismantle a test site, and then today announced dismantling a rocket facility (i believe, but waiting to see confirmation) Yes those are both steps that can be reversed, but so can holding training excersises. And I promise one thing, while we will know if they try to rebuild, our armed forces and SK's are more than ready even with one training cycle cancelled. I would call these steps on both sides decent good faith efforts, and hopefully they lead to a verifiable, lasting peace.

I did read the texts of the Panmounjung accord from earlier this year and the agreement text from yesterday. There is still wiggle room, and I imagine if NK decides to get out of the deal, our next practices will be pretty damn intense.

What hasn't been addressed at all in any of the texts is how NK/SK become one Korea again, even it is stated as a goal throughout.
