As is my understanding, Don Breaux is the offensive coordinator and he makes the calls. And, of course, Gibbs has the power to overturn them but probably rarely does. But they were saying today that Jack Burns and Joe Bugel have input on play calling also. And I'm sure Musgrave does too
So really, this might be a case of too many cooks in the kitchen
