 Timing would be critical,  it has to be after the republican convention to prevent a huge backlash there, but far enough from the election to allow anti-legalization forces in the republican party to take a breath and not skip voting due to that issue.
I actually think he will try something like this.  The candidates the Dems put up are white rich and very little holds the african american man to them. 
 Trump made it a point in his state of the union to recognize men and women of color.  He attended a fresh start graduation while the dems were bickering on stage (doubt that made the msm), he has been touting historic unemplyment rates.  I believe a grand gesture is coming that Trump sees as a knockout punch. 
Remember the line what have you got to lose.  If I were Trump's marketing manager, I would have an ad that starts off with the 7 (mostly old) white people fighting about who can get the "black and brown" people's vote,  then flash 2015 unemployment numbers and 2020 numbers, ending with Trump saying what have you got to lose.
