The president signs it and then Senate and Congress need to defend president when prices don't go down instead of going back to their bases. That shouldn't mean he can't be attacked if he continues his idiotic domestic energy production/infrastructure policies. Unfortunately he doesn't seem to be backing off from what he did last year.
