Instead of having Shaka Toney languishing on the bench as a DE, why not move him to LB? We have a need there and Toney is an outstanding athlete who has just about the perfect body for the LB position. Maybe one of you Penn State followers could weigh in on this.

I agree with you that Daniel Wise had a solid game, and we know they like him quite a lot. But I don't see the urge to have him play at DE, we have more depth at DE than DT, so I'd keep him where he's good at and more needed.
As for Shaka Toney moving to off the ball LB, yes LB depth is a need, but there's never any guarantee those transitions are successful, quite different position and required skill set. This is not an educated opinion, just a hunch, but I don't see them trying him at another position in his second year, unless he is really disappointing in practice... Edge rusher is an important position in this league, and one that rotates quite a lot, so even as a 3rd stringer he'll see the field some (won't he? Could be wrong), and you never know exactly how long you're gonna be able to keep all those guys around.
