He didn't have a great year his rookie season (2016), but it's fair to say that most rookie QBs struggle in their first year.
2020 was an off year for him, but he basically had no O-line. Their Center was the only O-lineman that didn't end up on IR that year, and I read somewhere that they went through like 14-15 different O-line combinations that year. I get the argument that a franchise QB should be able to overcome the shortcomings around him - elevate the team despite... but that was just a bad team. He doesn't necessarily get a pass, but you can't put that season all on him. Not even close. Let's not forget, Philly fired the Head Coach two months before they traded Wentz to Indy (for a 1st and 3rd).
It's hard to find a bad year beyond his rookie year and 2020, yet if you listen to the national media, he is a complete scrub. It's somewhat laughable.
