I would describe the 2nd glory period as starting with Lombardi's sole season and ending with Gibbs' departure. Even Jack Pardee, the link between Allen and Gibbs, went .500 in his three years. Better than a lot of coaches this century.
So yea, it comes down to the Baugh era and the Lombardi to Gibbs era. Otherwise there have been some long periods of malaise.

I thought about including the 70's. I wasn't sure if a single Super Bowl appearance was enough to warrant an above average but that record is no joke. It definitely was a great decade for Redskins football.
