You're missing the point, Brunell didn't throw 23 TDs.
Williams uses a mind control device fitted in Brunell's helmet and GW controlled him via a PS2 controller on the sidelines. Gibbs doesn't even know about this, but GW is the controlling force behind the entire organization. He also sets the ticket prices, controls roster moves, and sets merchandise and food prices as well.
