on espn they were talking about what would happen if somone went over the cap. The analyst laughed and said there was talk that the skins would basically be like **** it. We're going to keep our players and we don't care. He said there would be fines and draft penalties. He then said that snyder could pay all the fines and the skins can't even sign draft picks if they are over the cap so it makes no difference...
