they actually do keep stats like that (w/l record below 40 degreess etc), but i don't know if its easy to find (normally its just one of those random weird stats fed to announcers during a broadcast to kill time).
some QBs can't play in rain (plummer) while others have no problems (brunell), so its definately possible. dome QBs don't deal with wind as much as non domers, and that probably costs them a bit of completion % outdoors. (Also some QBs play well when injured (mcnair) while others don't (brunell).
some people are just shrinking violets though, and choking to pressure or stress may play a bigger part. In the NYG game, burress wasn't even trying, it was like he didn't care.
In peyton's defense, his OL was TERRIBLE vs the steelers (that was indoors though).
