Very true, and it's a great way to do stuff. But the pieces that they won with are no longer there. Just Dawkins and McNabb and kinda Westbrook are the only carryovers from the first three division titles. So what they are left with at many positions are able bodied players. A few could end up having great careers, but overall, its a bad situation. But even McNabb, who's obviously been good for a long time, isn't a big reason why they were winning. Hell, even AJ Feeley went 5-1 with that team. And many of those parts (Troy Vincent, Bobby Taylor, Duce Staley, Terrell Owens, Carlos Emmons, John Welbourn, Corey Simon, Derrick Burgess among others) have moved on. Which explains both why they have the cap room, and why they aren't very good.

It's not that they can't be good, they just are looking up at three powerhouse teams in their own division. Ironically, the weakness of those teams is one of the main factors that allowed them to be so good for so long.
