He's one of the fastest players on the team AND he is a player in the secondary. That alone means he has speed and foot quickness. The reason he is at safety is so he doesn't have to always be man-to-man with someone and can make plays all over the field.

I really think ST could not adjust quickly if he was playing man to man, up close to the line. I am not saying he isnt fast enough, but in the secondary ST has more time to react, as compared to a CB. I think he isnt nimble and agile enough to adjust to quick moves by the WR.
