sort of, i mean, it goes like a normal draft as far as order though, so if any team with a better record than the bengals wanted to use a 3rd they could, but once you pass you don't get to go back i don't believe. we didn't have a 3rd to use though, so we'd have had to use a 2nd (not that gibbs would really consider it).
what i don't like is everyone always copping the "this guy was supposed to be a 1st rounder" line for any player. Leon washington was supposed to be the #1 RB taken, sh*t happened, he was the 9th and that's where he should have gone. rodrique wright would have been a first rounder, but he screwed up and became a 7th rounder.
getting kicked off your team for whatever reason is a legitimate enough reason to drop. he's not the first guy to have all world talent and off field problems that might make him a monetary risk. what if he signs his contract and gets lazy or decides to start smoking again? even though it's not as bad as wife beating or whatnot, the league can still suspend you for it.
